Official Frostvault Guide for Elder Scrolls Online The Frostvault dungeon is located in the west of Eastmarch, the dungeon is part of the Wrathstone DLC. In the Frostvault dungeon you will encounter a total of five bosses and a few trashpacks.

The Elder Scrolls Online The Frozen Man
This quest is a smaller one that is associated with The Missing of Bleakrock quest. You must begin that quest before this one will become available. Once you do so, go to the small island in the north of the area and speak with Rolunda.
She will tell you her brother is trapped in the nearby cave, so go inside and approach the designated area. The objective will suddenly change, and you will be tasked with finding 3 clues about the Frozen Man.
Proceed deeper into the cave and you will start coming across the clues. Each one is easy enough to find, just beware of the polar bears spread out through the cave. As you go for the third clue, you will have to walk past the Frozen Man. Ignore him for now, and just grab the third clue.
Once you have all three clues, go speak to the Frozen Man and agree to play his game.
Enter the chamber, and you will see his game is a matter of picking the right person out from a group of illusions. This can be tricky, as all of them look alike. However, all but one will be gesturing, as if casting a spell. Only one will be giggling. Walk up to the giggling frozen man and interact with him. When the option presents itself, tell him you will have to hurt him. This will further the conversation, and eventually he will release Eiman. Fetch him from down below, then go outside and talk to Rolunda to finish the quest.
